They usually show everything related to the episode so you remember if you encountered them previously. It was an explosive arrow, same as the first 2 he shot as the container but it was a strong steel so it didn’t penetrate. Amanda Waller has a different agenda not tied with Sebastian Blood. It’s the suicide squad, known thing in DC universe. It’s not a spoiler it’s not that important to the story I think.
