It's a bit confusing but if you remember from previous human transmutation rituals, the people at each 'activation point' of the human transmutation circle are the sacrifices and then only after the ritual starts does everyone within the circle get caught up in it and die.
Each point of the circle therefore requires bloodshed/human sacrifices for the ritual to activate. After the ritual starts, 'all humans within the circle become materials for the transmutation' (from the wiki).
Don't wanna spoil but you might also see another example of this soon!

As in they will all count towards the ultimate ritual? Because I figured everyone within Amestris was already gonna be eliminated anyway once the true ritual would take place. Or did they do the rituals there to create the philosophers stones that all the other homunculi we've seen were created with?

Not sure if you might've already figured this but I think the uprisings weren't so much for distraction, but causing bloodshed to provide human sacrifices for the transmutation circle
