The anime extended his stay through the filler to this point, meaning Scorpion is also filler. The point of watching this one was just to see Ace give Luffy that piece of paper; also Vivi's flashback was shown just a bit later in the manga. However, all of the skipped filler involved meeting Alabasta citizens, giving the country a little more depth.
