iirc, you are correct in a way. Edith originally told Alice that they shouldn't be friends at all because she was an "unknown" and people were targeting her due to her being friends with Alice, but because this hurt Alice she came up with the compromise - friends in their room / at lunch - that would keep her safe and keep Alice happy knowing she had an actual friend that cared about her and not just her title of "queen's protégée"

Though with the friendship, I can definitely see how that could be interpreted as Alice asking for that setup... but if I recall correctly wasn't it Edith who asked for that setup? (admittedly after other Hearts started going after her for hanging around Alice)
