Nowadays, justiciars are quite small in number - there are about a thousand of them in the world. Most of them are questors, information specialists, analysts and other support staff. The best and brightest of the justiciars become praetors - chiefs of operations teams who are assigned tasks from the Security Council.
Only ki'rinaes can be justiciars due to the biological and psychological characteristics of their species. However, a justiciar, even a praetor, is not a specialist in everything, therefore them often has a staff of hired or recruited employees, the agents. Anyone whose skills and abilities the justiciar will need for mission success can become an agent.
