According to my own religious beliefs, I'd say everyone is simply just a Ghost in a Shell. We do have a physical form, that is really just a borrowed one. In the Ghost in the Shell universe, I don't think it matters whether that shell is flesh or metal, but I agree that the line becomes unclear when we introduce androids into the mix.

Your interpretation of what a "Ghost" is matches very well with mine. A "Ghost" is the defining difference between a machine and a conscious mind, something that can get very blurry in this world of androids, cyborgs, and cyberbrains (the constructed skull and brain interface that many characters have in this show; we can see that even Togusa has a brain interface in this episode when he puts the barrier "collar" on and plugs into the suspect's computer).
