Goku choosing to stay dead in order to protect the people he cares for. Goten was not even thought of back then. They continued to make thing up as they went along once the decision to prolong the series was made. Unfortunately, it really started to show during this arc.

Goku will always be Goku and the characters in the show doesn't feel any ill will towards him because well he's the legendary Goku who saved the world multiple times since he was 12 and turned all the Z fighters into good guys who all used to be rivals and villians. Him coming back for one day is paying homage to a special someone who came back to fight in the old series
