Also, power scaling doesn't work like in Dragonball, a lot of this will be explained in detail later in the series, although there's already some hints of that in the past. Orochimaru didn't wait because he wanted the hokage to be weaker he waited because his goal was the destruction of the village not the hokage and as he stated already he needed followers for that plan.

He waited until the Hokage got older & after he mastered the immortality Jitsu to make sure he was in a youthful prime body state himself. If you remember the Black-ops were saying the Hokage has gotten too old & couldn’t use shadow-clones in the majority of the fight with orochimaru, because of his old age & chakra level being weaker from what his prime was back in the days.
