You won't even need an installer, just dumping the unaltered CGs inside a 'cg/' folder where 'archive.rpa' is located will be enough, renpy will use these CGs instead of those inside 'archive.rpa'. Going the xdelta way might be overkill when an (auto-)extractible archive would suffice. Cheers.

I'm no expert, but I think you could probably just compile a version of the game that has the uncensored CGs, copy the CG data from it's directory, then stuff it in a zip file and post a download link to it somewhere. All the players would have to do is extract the files over the old ones.
