Basically, pride overtook the Gold Tooth doctor and used his knowledge to force Roy to open the portal by pinning his hands, and using his homunculus form to create a human transmutation circle. Pride and Bradley supplied all the tools for human transmutation, but because neither of them can do alchemy, Mustang was the one who activated the portal and payed the price.

Whether you walk through the gate or were forced through it doesn't matter, you still have to pay the toll. And remember, Mustang did see the truth while he was there, and that's really what the toll is for. Imagine somebody pushed you into the train against your will, whether you like it or not you're on the train now, so the conductor can still charge you for the ticket. One could argue that Truth can just send Mustang right back without showing him the truth but Truth doesn't give a shit nor would it get involved into justice, ethics, least of all a bunch of humans squabbling, think of it as completely neutral.
