Honestly I don't blame Takemichi for being dense in this case, but Naoto? He's an actual detective. Who else would he think the guy from Moebius they questioned was so afraid of when he said "it was all part of his plan"? It does seem like he at least changed things a little bit, though. If the newspaper said there were 50 people in the parking lot, this time Hanma said that he brought 100 guys, so it was over twice as big as before.

If he was literally a panicking child who never expected it to happen, then sure he might be stunned with shock and just sit there - but he is an -adult- and he KNEW it was going to happen. He should have already been planning ahead to phone an ambulance or something; and knew basic first aid. But I guess they thought screaming his name over and over was more dramatic lol
