Toga isn't a psychopath or at least she wasn't. Her problem as a child was that due to the nature of her quirk she had a natural instinct to drink blood. Some wiring in her brain got messed up and her instinct to drink blood got crossed with her impulse to express love and affection. The same way we have an instinct to kiss or hug somebody we care about Toga had an instinct to drink their blood. When she was a child she didn't want to hurt or kill anybody she just wanted to drink their blood as a way to get close to them. If anybody got hurt it was an accident not intentional. Because she was seen as deviant by her parents she was forced to suppress her nature for years until she finally couldn't take it anymore and attacked a boy in school she probably had a crush on. If she had been given proper counseling and hadn't been treated like a freak she might of found a way to express her nature in a healthy way such as consensual blood-drinking. She might have found a boyfriend or girlfriend who was happy to share their blood with her but because society and her parents rejected her nature she went completely off the deep end.

Toga wants to kill the people she loves and drink their blood, that’s not really a character I can sympathize with. Shigarakis quirk I believe is based on intent. If he wants people to be decayed, they are, so the others were decayed as well. I don’t think the doctors experiments have anything to do with it, considering we never saw Toga being experimented on and her quirk also evolved. Quirks are genetic, whether or not he was abused (even though we have nothing indicating he was I’m unsure why you’re think so strongly that he was) would have no impact over his quirk. 2021-08-29 16:49:43 +0000 UTCDamn I remember reading this part in the manga years ago and was excited for it but this is just not being adapted well. 1 The animations bad (basically a slide show) 2 The story's out of order which is definitely confusing anime onlys 3 the censorships feels ham-fisted 4 they're speed running a really cool arc

The part were shikaragi is with the doctor being experimented is happening in the present so we are kinda seeing a re-cap on everything that has happened.
