yup, basically created himself some sleeper agents, pretty handy a) who knows how many he could Geass with so much preparation time in advance b) he was able to take his time & set it all up when noone could witness something

As the location of the Viceroyal palace, it is the capital of Britannian Area 11. Lelouch has been planning its downfall for a long time, and it's been a target since the beginning. The fall of the Tokyo Settlement would be the first real step away from merely holding the line, or falling back, and towards actually pushing Britannia out of Japan.
