It does make me wonder about the possibility of someone having a quirk that does make them want to hurt people. Toga is an example of someone that could have fit into society with a bit of understanding. Someone with an actual violent quirk would be a different story.

As other people have mentioned Toga didn’t start out wanting to hurt people. She was attracted to blood. Of course that attraction could lead her indirectly to hurting people in order to get their blood but if she had been able to get it consensually and not treated like a freak she wouldn’t have turned out so violent.
Plenty of people donate blood regularly. There are safe ways people could have shared their blood with Toga. All that was needed when Toga was a child was to be taught about consent. Instead she was abused and called a freak.

Well to clarify the timeline of things, what her parents were yelling at her for was a separate incident, as she was visibly younger in that scene.
It seems that sometime after that, that’s when she put on her mask and tried to be “normal”, but eventually because of her repressed emotions and urges that boiled over years later when her crush Saito got into a fight and got all bloody. That’s when she mauled him(though it’s unclear if she killed him or not) and went on the run shortly afterwards, becoming the Toga that we all know.

A lot of very interesting sci-fi about alien societies touches on the concept of alternate moralities like you discussed, usually called "Blue-Orange Morality," I recall one specific species whose entire moral system was based on whether or not something was aesthetically beautiful, so stuff like murder didn't matter if it was pretty.

Something I think its important to realize is that Toga didn't actually kill the bird, nor hurt her classmate. She really did just try to take care of and help them, but because of her creepy nature and quirk everyone just immediately assumed she WAS committing these violent acts. Toga didn't have a violent bone in her body, she just expressed her love through blood. She was physically abused by her parents, and shunned by everyone around her even though she wasn't doing any harm at the time. She would regularly self harm and drink her own blood to cope, but after her parents abandoned her everything boiled over and she became the monster that everyone said she was. THAT's when Toga started murdering highschool students around the country and drinking their blood. Again, Toga should feel remorse and repent for the innocent lives she took, but I think it's fine to try and understand her despite that. Finding sympathy for someone who felt like there was no other choice shouldn't automatically mean you condone the actions they took. I think its beautiful to try and have a dialogue even when your life is on the line. Ochako and Toga have definitely became some of my favorite characters after this episode!

So about Toga, her sucking blood is how she shows affection. But because it’s not the norm, her parents and others view it as something horrible. And because of what her quirk’s nature, her idea of love is warped.
Her parents are effectively the mega conservative Christian types who put her through conversion therapy. Hence why we don’t see there faces or really feel any sympathy towards them, unlike say Kotaro or Endeavor.
Her condition is basically an analogy to LBGTQ or neurodivergence. And how certain individuals get treated.
All this effectively lead to the Himiko we all know. Unable and unsure of how to express herself, eventually lead her to killing people out of her warped sense of love born of her quirks drive for blood.
