I felt she definitely got the star treatment and I LOVE it. Her designs really make her an iconic part of the season imo

And during it they said while coming up with designs for Drolta they couldn't decide which one they liked the most, so one of them was like "Why not use them all". And that's why she has a different outfit every episode.

A lot of the church's power is tied up with the monarchs and empires so revolutions/democracy doesn't mix well with the old feudal systems. That said you'll learn more about him that will explain some of his gray areas. I agree with Nivi this new team is very young compared to Trevor's team. They have a lot of growing up to do and mistakes will happen.
