As of now, we have no idea what causes it, whether it be saying something you shouldn't or even just learning something you shouldn't. Especially since, if it is a Suicide Squad thing, we know that Starlight is already chipped. It sucks, but I think lying to her was the best thing Hughie could have done with the information he had.
