I prefer to title episode 11.5 as "the melancholy of hotaro oreki" because the continuation from previous episode when oreki breaks down. Which is really suitable with the 'boring and lame" tone of this episode. And I think the director has done a great job creating this particular episode to be not just a fan service episode, but beyond that a meaningful one.
