I mean, Lucoa, mostly, as she is the most fan service-y of the dragons. Though all the dragons, other then kanna, are unnecessarily 'big'. There was also another one, Iruru, but thankfully she stayed manga only... she'd only occasionally wear clothes, and her chest was sometimes larger than Kanna's whole body, other times not.

Or do you mean Lucoa ? thats the only thing I was was tamed down- her fan service doesn't benefit the show.. A bit of it for joking sure but it coulda been reduced. That aside I LOVE this show :) The serious and more emotional aspects are even better than the humor- and it has a lot of nice character moments.

U should check out the dub one day, as Kanna and Toru's voice actors are, in my opinion, far superior to the Japanese ones.
