Anzio is poor but the difference is that they pratice Senshado for long time now unlike Ooarai that just revived their Senshado elective. Also, according to GuP lore, their schoolship is a popular tourist spot because it replicated the landmarks of Italy like the Colosseum along with the food stalls unlike Ooarai.
