I wanted to bang out several card designs tonight. But perfecting this one took nearly two hours. And I still may end up tweaking it later.

I haven't actually yet playtested the dynamic I recently added, with that top-right triangle. The idea is for Action cards to be in three tiers (white, then gray, then black) so that only the first-tier cards are available at the beginning of the game. Initial playtesting showed that if all Action cards were potentially available from the start of the game, the number of choices were a bit overwhelming. I'd rather the game start out comfortable and manageable, and then get a shot-in-the-arm as it progresses, with new possibilities arising. And with the randomness of the Rule-pile cards changing how the game feels, each time you play should hopefully feel new (but not disorientingly so).
I imagine the base deck will focus on Tier 1 and 2, and the randomized foil-wrapper expansion packs will focus mainly on 2 and 3.
Adding that triangle also resolved another issue: the state names were otherwise hard to read.
