Ideas for encounters and gameplay
After a period of heavy rainfall, the area's infrastructure has collapsed and a state of emergency prevails. The maps are ideal for telling short stories about individual fates in such a time of social collapse. The adventure can also hint at malicious motives, leading to a finale in which villains behind the disaster are confronted.
Give your heroes ways to get around, such as canoes that can carry 2-3 heroes. This will make the movement gameplay very fun.
The flood also brought dangerous water monsters that prey on helpless humans. Like orcas, they also crawl out of the water and drag their prey into the depths.
Gangs of robbers with small dragon boats took advantage of the opportunity to make easy prey.
Many people are cut off in high places and need help. In the flooded village, there is a conflict over the mayor embezzling funds for the dikes, and people are now demanding vigilante justice.
