The control ring concept.
The ring can be activated by Empress' execution sword, or wirelessly via special encrypted termination order. This might be the next rebel's target of hacking, the Empire is considering an alternative, but in the meantime, nothing keep officer inline than this. Either continue their work for a higher score or get killed.
