yui isnt a cardinal system, yui is an ai that was designed to assist with players mental health. when kayaba announced that they couldnt leave, cardinal forbid yui to help the players and she had to watch. until she broke down, but then she found 2 players that where happy. thats why she went to the forest on floor22. you may remember that yui got deleted because she disobeyed cardinal and removed the reaper in the dungeon

As for Cardinals decision, the direction the world is headed in is a hellscape, a world in flames overrun with genocide, slavery, war rape, murder etc. until Rath eventually has enough data and return everything to nothingness either way to start their next experiment. So Cardinals solution is instead of allowing that suffering she will end it all before all of that in an instant, indiscriminately (aside from the few she promises Kirito to save) without any suffering she will return it all to nothingness, It clearly isn't an ideal solution but I can see why she would think that preferable to all that hell. Basically the MCU Thanos solution with less delusions of grandeur. In the things omitted in this exposition dump there is one scene that might be kind of important to understand the actions of some characters further down the line. That is Cadrinal displaying that while not bound by the Taboo Index, as "she" herself created it, she is still bound to certain rules, that being for instance the rules that Quinellas mother taught her as a child, (it doesn't have any direct link actual system authority, for a child their mother is a person of authority and the rules made by people of authority have to be obeyed). For instance she is unable to lower a tea cup directly onto the table since Quinella's mother taught her that tea cups go on a coaster. She also displayed that it's very much a matter of perspective and mental state. By simply filling the tea cup with corn soup she suddenly could lower it to the table, because obviously if it has soup in it it's a soup bowl not a tea cup and soup bowls don't need a coaster. It might not seem important right now but there are moments later on where it's quite important to know that even beings like Quinella and Cardinal have certain rules they are bound to that they can't go against. I have seen quite a few people being confused later on because they didn't realize that.
